Excuse my extreme ignorance, but does that mean that American military can now serve and be openly gay?

Yes, Milo, it does. The acronym, DADT, means Don't Ask, Don't Tell. It was a compromise of sorts about 17 years ago. A homosexual person could serve in the military but not openly. If someone "outed" that person (or the person him/herself did it), he/she would be discharged.

Now, after implementation, homosexual service members will not have to hide their relationships nor fear being "found out".

We have lost quite a few servicemembers over the years. I'm sure it will take time for this to go into full effect but it is about time the United States stood up for the civil rights of this population.

Indeed it seems your Obama has made some rather large steps. I was very moved when I watched this the other day.
